Human resources personnel can use various methods to locate recruiters. One way is to use online recruiter directories. These are usually free for HR personnel and list recruiters by geographic regions and the type of job seekers with whom they specialize. Before hiring a recruiter from a directory, however, be sure to do a background check just like you would do for any other vendor. Ask them for references and then contact those client companies regarding their experiences with the recruiting firm.

Lastly, if your human resources department deicide to work with recruiters, you should understand a little bit about how most recruiters charge for their services. Briefly, if you need to locate job seekers who qualify for executive positions (usually over $100k), you will probably need to hire a retained firm. In this case you will pay the recruiters a set, up-front fee for their services. If you are looking for lower level employees ($25k to $75k), you will probably be dealing with contingency recruiters. In this case you will negotiate a commission to be paid to the recruiter if you hire a candidate they bring you; the commission is usually based on the negotiated salary paid to the new hire. You will most likely want to work with multiple recruiters when hiring at this level, so keep track of which recruiter brings which candidates – if there is every a conflict where two recruiters bring you the same person’s name, you only need to pay the first recruiter, but make sure you put that in their contract.
